The festival starts from 28th of January and lasts up to the first week of February. Included in the course of events is the commemoration of the foundation of the province.

Held in the city of Vigan, the festival usually opens with a mass to express their gratitude to the blessings of God. Afterwards, a procession of icons of patron saints are held to show their deeply-rooted culture and religiosity of the people of Ilocos.

Furthermore, the festival has aim to ensure the conversion, preservation and promotion of the Iloco cultural, artistic, and historical heritage.
